Meeting an unfinished DELAY_DEQUEUE treated entity in unthrottle_cfs_rq()
leads to a couple terminal scenarios.  Finish it first, so ENQUEUE_WAKEUP
can proceed as it would have sans DELAY_DEQUEUE treatment.
