[PATCH] MAINTAINERS: add Alice Ryhl as co-maintainer for Rust [ALLOC]

Add Alice as co-maintainer for the Rust alloc module to share
maintenance responsibility. This is also a natural fit, as some of the
alloc code overlaps with the mm subsystem.
