Add description to bool to do so.

Remove ARM_GIC_V3 as the driver does not need it to compile. GIC_V3* is
always selected for ARM64 so moot point there.

Add GENERIC_MSI_IRQ as it's now needed for non ARM64 builds where
ARM_GIC_V3_ITS is not automatically selected.
