[PATCH v6 2/8] phy: sort Kconfig and Makefile

Neither Kconfig nor Makefile are sorted; reorder them.

$ diff -U100 <(grep ^config drivers/phy/Kconfig) \
             <(grep ^config drivers/phy/Kconfig | sort)
