The NTB API functions ntb_mw_set_trans() and ntb_mw_get_align() now
support non-zero MW offsets. Update pci-epf-vntb to populate
mws_offset[idx] when the offset parameter is provided. Users can now get
the offset value and use it on ntb_mw_set_trans().
