Defining platform specific capabilities specific to AV1 decoder.
Set and subscribe to manadatory properties to firmware for AV1.

This is a historical mistake in this code.

payload_size should be sizeof(subsc_params.film_grain); with a similar 
pattern throughout.

It shouldn't be necessary at this point in the code to define the size 
based on a type you also have to know, just sizeof(the thing itself);
