Replace ARCH_TEGRA_194_SOC dependency with a more generic ARCH_TEGRA
check, allowing the PCIe controller to be built on Tegra platforms
beyond Tegra194. Additionally, ensure compatibility by requiring
ARM64 or COMPILE_TEST.
