epp_policy uses the same values as cpufreq_policy.policy and resets
to CPUFREQ_POLICY_UNKNOWN during offlining. Be consistent about
it and initialize to CPUFREQ_POLICY_UNKNOWN instead of 0, too.
No functional change intended.
