enetc_pf_common.c provides the common interfaces for the PF drivers of
ENETC v1 and v4. So it's better to make enetc_pf_common.c as a separate
module in order to prepare to add support for ENETC v4 PF driver in
subsequent patches.
Because the ENETC of the two versions is different, so some hardware
operations involved in these common interfaces will also be different,
Therefore, struct enetc_pf_ops is added to register different hardware
operation interfaces for both ENETC v1 and v4 PF drivers.
