From: Neeraj Upadhyay <neeraj.upadhyay@kernel.org>
rcu_watching_snap_in_eqs() and rcu_watching_snap_stopped_since()
will be used in subsequent commits by RCU-tasks to check rcu_watching
state of idle tasks. So, make these functions global.
