[PATCH 2/2] MIPS: ralink: remove System Tick Counter driver

This driver has been moved into a more accurate place in the kernel tree
in 'drivers/clocksource' directory as 'timer-ralink.c'. Hence, remove it
from here so we can  reduce architecture code folder.
