For libdw versions below 0.177, need to link libdl.a in addition to
libbebl.a during static compilation, otherwise feature-dwarf_getlocations
compilation will fail.

Before:

  $ make LDFLAGS=-static
    BUILD:   Doing 'make -j20' parallel build
