Now that ARCH_NO_PREEMPT is conditioned only on ARCH_NO_PREEMPT_TOGGLE,
decompose ARCH_NO_PREEMPT into ARCH_NO_PREEMPT_IRQ and
ARCH_NO_PREEMPT_TOGGLE. This allows architecture code to selectively
enable one or the other.
