Make it under CONFIG_CGROUP_SCHED to rid of __maybe_unused annotation.
Also put cgroup_tryget_css() inside CONFIG_CGROUP_SCHED as it's only
called when CONFIG_CGROUP_SCHED. No functional change intended.
