[PATCH] cgroup/cpuset: avoid unneeded cpuset_mutex re-lock

cpuset_mutex unlock and lock pair is only needed when transferring tasks
out of empty cpuset. Avoid unneeded cpuset_mutex re-lock when !is_empty
to save cpu cycles.
