[PATCH V10 16/22] LoongArch: Add misc common routines

Add some misc common routines for LoongArch, including: asm-offsets
routines, cmpxchg and futex functions, i/o memory access functions,
rtc functions, frame-buffer functions, procfs information display, etc.

I've tested with gcc 12.1.0, the asm-generic version of swab expressions 
can be compiled into the optimal insn sequence both under -O2 and -Os. 
So this file could be removed while not affecting performance of related

This should rather be implemented in a proper rtc driver and then have
userspace set the system time or use hctosys.

I found that some archs don't implement read_persistent_clock64(), so
I can safely remove the whole file if there is available rtc drivers?
