irqdomain: Delete irq_domain_add_linear()
7.3-rc1 is free of calls to irq_domain_add_linear(), so it can be finally
deleted.
According to Dongliang Mu, the related paragraph in the Chinese docs is now
obsolete. So drop it completely.
