genirq/matrix, LoongArch: Delete IRQ_MATRIX_BITS leftovers

Delete IRQ_MATRIX_BITS leftovers after commit 5b98d210ac1e ("genirq/matrix:
Dynamic bitmap allocation") has made IRQ_MATRIX_BITS obsolete.
