Changes since v2:
* Do not cache VECLEN, VECSTRIDE, VFPEN.
These variables come from VFP_FPSCR and VFP_FPEXC, not from
system control registers.
* Move HANDLER and STACKCHECK to rebuild_hflags_a32,
