My understanding to the difference (No WaitEvent, No SingleThread) between prototype of *StartupAllCPUs and *StartupAllAPs() is: This library API supports the new PPI service *StartupAllCPUs() and isn't consumed by CpuMpDxe to produce similar *StartupAllCPUs() protocol service.
