[edk2] [PATCH v2 05/11] MdePkg/BaseLib: Add AsciiStrToGuid/HexToBytes/ToIpv[4/6]Address

The patch adds 4 APIs to convert ASCII string to GUID, bytes
buffer, IP v4 address and IP v6 address.
