[PATCH v3 07/23] xen/arm: vIOMMU: Add cmdline boot option "viommu = <string>"

Add cmdline boot option "viommu = <string>" to enable or disable the
virtual iommu support for guests on ARM (only viommu="smmuv3" supported
for now).
