With the addition of the xc_cpu_policy_* now libxl can have better
control over the cpu policy, this allows removing the
xc_cpuid_apply_policy function and instead coding the required bits by
libxl in libxl__cpuid_legacy directly.
Remove xc_cpuid_apply_policy.
