Create a new section with only libxl.

I've created a new section for only libxenlight but if you would
prefer to add me into TOOLSTACK instead, that might be ok. I just
don't have much experience with the rest of tools/.

I don't have an opinion about this, but if Anthony prefers to stick
with libxl (even if only for now) that is fine by me.
