[PULL 09/22] MAINTAINERS: fix functional tests section

Without "S: Maintained", ./scripts/get_maintainer.pl shows "unknown"
role instead of "maintainer" for "M: " entry, it's confusing. I really
hope that functional tests are maintained:)
