[PATCH v2 11/12] rust/hpet: Convert qdev properties to #property macro

Convert HPET's properties to #property macro:
 * num_timers: usize property.
 * flags: u32 bit property.
 * int_route_cap: u32 property.
 * hpet_offset_saved: bool property.
