Keep kvm_riscv_get_timebase_frequency() prototype aligned with
the other ones declared in "kvm_riscv.h", have it take a RISCVCPU
cpu as argument. Include "target/riscv/cpu-qom.h" which declares
the RISCVCPU typedef.
