[PATCH 00/10] Reduce usage of QERR_ macros further

Philippe posted "[PATCH v2 00/22] qapi: Kill 'qapi/qmp/qerror.h' for
good" a couple of months ago.  I cherry-picked just its simplest parts
for now.
