Devices shouldn't be accessing the machine directly: looking at the definitions below
in loongarch_ipi.h, the number of elements is limited to MAX_IPI_CORE_NUM so change
the for() loop to count from 0 to MAX_IPI_CORE_NUM - 1 and then wire up just the ones
you need in the board code.
