The RISC-V base cache management operation ISA extension has been
ratified [1]. This patch adds support for the defined instructions.
Overlap groups are used to resolve the overlapping patterns
of the prefetch*/ori and cbo_*/lq instructions.
This patch depends on a patchset that introduces the Priv 1.12 CSRs:
