[PATCH] hw/arm/Kconfig: ARM_V7M depends on PTIMER

commit 32bd322a0134 ("hw/timer/armv7m_systick: Rewrite to use ptimers")
changed armv7m_systick to build on ptimers. Make sure we have ptimers
in the build when building armv7m_systick.
