BlobMeasurementLib will be used to measure blobs fetching from QEMU's
firmware config (fw_cfg) in platforms which implments
EFI_CC_MEASUREMENT_PROTOCOL.

The null implementation BlobMeasurementLibNull always return EFI_SUCCESS.
