Add ImagePropertiesRecordLib Instances

[edk2-devel] [PATCH v1 06/17] Platform/RaspberryPi: Add ImagePropertiesRecordLib Instance

ImagePropertiesRecordLib is used by DxeMain and PiSmmCore, so it
needs to be added to most platforms.
