This patch series is a rebase of previous submission:

This change is sent for review to reflect the industry standard forum
discussion outcome. During the PIWG meeting, the forum agreed with this
proposal but suggested that the term "INCONSISTENT_MEMORY_MAP" describes
the error scenario more accurately.

Compared to previous series, v4 patch update includes:
a. Renamed the new definition to `EFI_SW_EC_INCONSISTENT_MEMORY_MAP`.
b. Updated the code first status to accepted with modifications.
