A custom PCI Segment library is required to handle multiple PCIe
segments in Morello, as the base PCI Segment library doesn't allow
supporting more than a single PCIe segment.

This custom platform-specific PCI Segment Library has been adapted
from MdePkg/BasePciSegmentLib.
