[v4] Add new Ampere Mt. Jade platform

[edk2-devel] [edk2-platforms][PATCH v4 20/31] JadePkg: Add ASpeed GOP driver

This wires up the pre-built binary placed in the edk2-non-osi
repository for PCIe VGA Controller support.
