[edk2-devel] [PATCH v4 05/15] ArmVirtPkg/ArmVirtXen.dsc: Add ResetUtilityLib to dsc file

ResetUtilityLib would be consumed by CapsuleRuntimeDxe.
So add it for the platform dsc file.
