[edk2-devel][edk2-platfoms][PATCH v2 21/22] Platform/SgiPlatform.dsc: Add ResetUtilityLib to dsc file

ResetUtilityLib would be consumed by CapsuleRuntimeDxe.
So add it for the platform dsc file.
