[edk2-devel][edk2-platfoms][PATCH v2 10/22] Platform/DeveloperBox.dsc: Add ResetUtilityLib to dsc file

ResetUtilityLib would be consumed by CapsuleRuntimeDxe.
So add it for the platform dsc file.
