[edk2-devel] [Platform/devel-riscv-v2 PATCHv5-2] edk2-platforms: Update Readme.md for RISC-V platform.

Update Readme.md, remove the sentence regards with the dependence with
specific commit of riscv-gnu-toolchain. The issue is fixed using compiler
option.
