Right now entry_SYSCALL32_ignore() is only compiled when CONFIG_IA32_EMULATION=3Dn, but boot-time enable- / disablement obviously requires it to be unconditionally available. Remove the #ifndef CONFIG_IA32_EMULATION guard.
