Implement strict memory permissions throughout

[edk2-devel] [PATCH v5 07/38] ArmVirtPkg: Enable stack guard

Enable the stack guard in ArmVirtPkg builds, so that stack overflows are
caught as they occur, rather than when they happen to hit a read-only
memory region.
