Let's make the generated CONFIG_VIRTFS statement depend on either CONFIG_VIRTIO_PCI or (new) CONFIG_VIRTIO_CCW. The Makefiles for fsdev/ and hw/9pfs/ can then depend on CONFIG_VIRTFS directly.
