Add --catch_default option
Raise a DefaultValueError when encountering VFR default definitions
to help remove default variables.

Yuting: Seemly, this is a new feature. Can you submit a new BZ for it? If so, it can be tracked in stable tag feature planning. I have confuse on these two options --catch_default and --except_list. VfrCompiler is used to compile single VFR one by one. Single VFR can enable --catch_default or not. If so, what's the usage model for --except_list? Besides, what's purpose for new option --catch_default? Why limit the default opcode in VFR file?
