[edk2] [PATCH] MdeModulePkg EhciPei: Support IoMmu

Update the EhciPei driver to consume IOMMU_PPI to allocate DMA buffer.

If no IOMMU_PPI exists, this driver still calls PEI service to allocate
DMA buffer, with assumption that DRAM==DMA.
